Kentucky All STARS Quality-Rating System

Kyallstarsagency LogoKentucky All STARS is the state's expanded five-star quality rating and improvement system serving all early care and education programs—including child care centers, Head Start and public preschool—that receive public funding. The unified system is based on Kentucky’s Early Childhood Standards and research-based indicators of quality.

Kentucky All STARS is designed to:

  • Increase kindergarten readiness skills
  • Publicly recognize each program’s strengths
  • Create systems of support
  • Provide parent/caregiver assurances of quality
  • Reduce the amount of funds spent on remediation at later grades
  • Increase high school graduation rates
  • Provide opportunities for collaboration between providers and parents

What does the system measure?

Family child care homes and child care centers participating in Kentucky All STARS demonstrate a commitment to providing quality care and education. Programs are rated in the following areas: family and community engagement, staff qualifications, classroom and instructional quality, administrative and leadership practices.

What families should know

Kentucky All STARS is a tool to help parents identify levels of quality when seeking child care settings outside the home. Parents can use the rating system to gain an understanding of the factors that contribute to quality care and education to help them choose child care settings that best match the family's needs.

Free Kentucky All STARS Training!

Staff of Level 1 and 2 All STARS programs are eligible to receive training in screening, curriculum, and assessment to help meet requirements for higher-level standards in ALL STARS.

4C for Children has been named the training agency that will deliver All STARS training on screening, curriculum and assessment in the Jefferson Region and the Salt River Region for Level 1 and 2 Kentucky All STARS Providers. We will also have some offerings in our Northern Bluegrass Region for Level 1 and 2 Kentucky All STARS Providers.
